It means just as death came through Adam and reigned to Moses, even to them who had not sinned after the similitude of Adam; so also all were under the law of sin. Whether a person was commiting acts of sin or not, they were still under the bondage of sin. (It is good to read Romans chapter 5 on this)
We are told that before the faith that is in Christ came, people were kept under the Law and it was a schoolmaster to bring them to Christ. Then when Christ came they were no longer under the schoolmaster, but are children of God by faith in Christ Jesus. Because God sent his son to redeem them that were under the Law.
Paul spoke concerning the Law, that before it , he could not have known sin. But when the commandment came, sin revived and he died. Therefore now when he would do good, evil was present with him. Paul was in the same predictament Adam was in. Adam would not have had evil present with him if God had not told him to not eat of that tree. Therefore they had a temptation. Paul said he was in captivity to the law of sin. (Now what was the law of sin?) Then he asked, who shall deliver him from the body of this death. Why did he ask this? Because by the law, was the knowledge of sin and the law could not take away sin nor bring righteousness. No, the Law could not, but Christ could! Paul knew this and said he thanked God through Jesus Christ. Read about this in Romans chapter 7.
When Christ fulfilled what he was sent to do,(redeem them from the law), he made a way for all to be free! What did he make us free from? The law of sin and death! Through the new and living way, all men could be without condemnation. That is, by being obedient to Christ and keeping his commandments. Therefore there is now no condemnation to them which are in Christ Jesus, who walk not after the flesh but after the Spirit. For the Spirit of life have made us free fro the law of sin and death. If we have his spirit, we are not in the flesh. They that are in the flesh cannot please God. We must mortify therefore the deeds of the body. If we will do this, we shall live If not we shall die. Romans chapter 8.
Does this mean Christ destroyed our ability to sin? No! We all can make the choice to sin or not to sin. Even under the law a person had a choice to commit acts of sin or not commit them. One example is the woman accused of commiting adultery. She was under the law and was a debtor to it, as was all until Christ fulfilled his purpose. Jesus told her accursers if they were without sin to cast the first stone. (Which they were all under sin and knew it). So after they left her, Jesus told her, neither did he accuse her. Yet he told her to go and sin no more! Now Jesus was not telling her to go away from the law. That would have been impossible at that time. But he was telling her to not commit an act of sin any more. She had that choice! After all she did not have to commit adultery.
Today Christ has made us free from the law of sin. Therefore as long as we choose not to commit acts of sin, there is no condemnation. This does not mean we don't have lust or sin, it means we do not give in to those things. We can put away the thoughts that arise in our minds which may be contrary to God. This is our warfare.God has given us the weapons to fight off the devil if we will use them. You can read this in Ephesians 6:10-17.
