Jer. 12: 6. For even thy brethren, and the house of thy father, even they have dealt treacherously with thee; yea, they have called a multitude after thee: believe them not, though they speak fair words unto thee.
7. I have forsaken mine house, I have left mine heritage; I have given the dearly beloved of my soul into the hand of her enemies.
8. Mine heritage is unto me as a lion in the forest; it crieth out against me: therefore have I hated it.
9. Mine heritage is unto me as a speckled bird, the birds round about are against her; come ye, assemble all the beasts of the field, come to devour.
10. Many pastors have destroyed my vineyard, they have trodden my portion under foot, they have made my pleasant portion a desolate wilderness.
(Here He spoke of the O.T. pastors = the prophets, priests, and kings, led them astray) --- in the church the same thing happened, the pastors led them astray again by taking them BACK to the law).
11. They have made it desolate, and being desolate it mourneth unto me; the whole land is made desolate, because no man layeth it to heart.
12. The spoilers are come upon all high places through the wilderness: for the sword of the Lord shall devour from the one end of the land even to the other end of the land: no flesh shall have peace.
13. They have sown wheat, but shall reap thorns: they have put themselves to pain, but shall not profit: and they shall be ashamed of your revenues because of the fierce anger of the Lord.

If you go back and study on the 'thorns' you will find that these are they who try to go by the works of the law.
So the problem with Israel of old, she tried to go by law, after Jesus brought in Grace. So, instead of wheat, they bore thorns; that which bears thorns is ready for destruction. (Heb.)
Now, she was in PAIN, but to no PROFIT -----~
Isa. 26: 17. Like as a woman with child, that draweth near the time of her delivery, is in pain, and crieth out in her pangs; so have we been in thy sight, O Lord.
18. We have been with child, we have been in pain, we have as it were brought forth wind; we have not wrought any deliverance in the earth; neither have the inhabitants of the world fallen.
*********
See here, he said the O.T. Covenant had been in PAIN, but had brought forth NO deliverance.
That is the same pain spoken of in the Jer. scripture above. It shows this is speaking of the same one.
19. Thy dead men shall live, together with my dead body shall they arise. Awake and sing, ye that dwell in dust: for thy dew is as the dew of herbs, and the earth shall cast out the dead.
20. Come, my people, enter thou into thy chambers, and shut thy doors about thee: hide thyself as it were for a little moment, until the indignation be overpast.
21. For, behold, the Lord cometh out of his place to punish the inhabitants of the earth for their iniquity: the earth also shall disclose her blood, and shall no more cover her slain.
***************
Now, back to Jer. 12: 15. And it shall come to pass, after that I have plucked them out I will return, and have compassion on them, and will bring them again, every man to his heritage, and every man to his land.
16. And it shall come to pass, if they will diligently learn the ways of my people, to swear by my name, The Lord liveth; as they taught my people to swear by Baal; then shall they be built in the midst of my people.
17. But if they will not obey, I will utterly pluck up and destroy that nation, saith the Lord.

This is prophecy that at the Day of Pentecost, God would bring the obedient Israelites back to Him and place them again as His people ~~~ that is IF THEY WOULD OBEY THE NEW COVENANT.
